OBFCM – On-Board Fuel Consumption Monitoring records the real fuel consumption of a vehicle on an on-board storage medium. According to EU regulations, this device must be installed in all newly registered cars and small trucks since January 1, 2021. OBFCM continuously records the mileage (in km) and energy consumption (in liters and, for plug-in hybrids, also kWh) since the vehicle was first put into operation. As part of the §57a assessment, the consumption data must be read out and transmitted digitally to the European Environment Agency, with the reading taking place via the OBD interface in the vehicle. For the “Pickerl” testing companies, the new regulation means that they have to bring their diagnostic devices for exhaust gas measurement up to date by updating or purchasing new ones. The manufacturers of these measuring devices were of course informed in good time and adapted their range of devices to the new requirements in a timely manner. Here is a market overview of current testing devices that can read OBFCM data:
AVL DitestWith its MDS Station, offers an OBFCM-capable modular diagnostic system solution that adapts to the respective task. With MDS you can read and delete error codes, go deeper into the diagnosis and locate the causes of errors precisely and quickly. The system offers the highest level of safety when dealing with hybrid vehicles and allows exhaust gas values to be precisely measured and checked. It can also be networked via Workshop-Net and read exhaust gas and OBFCM in one step. If a workshop is already equipped with AVL-Ditest diagnostic devices called DIX or CDS, it can easily have them upgraded to OBFCM data reading.
Boschoffers a wide range of OBFCM-capable diagnostic devices with its models KTS 350, KTS 540, KTS 570, KTS 560 and KTS 590. Equipped with the ESItronic 2.0 software, the fuel consumption values are read from OBD II mode 9 and the data is saved as PDF and JSON files. The diagnostic devices cover almost all car brands and models, receive ongoing automatic updates and provide the OBFCM function at no additional cost to the workshop. If necessary, wholesalers and the Bosch sales team provide technical support.

SUNDiagnostic devices do not have OBFCM software pre-installed, but provide it as WIN 10 based software. The read data is transmitted directly to the ZBD. The OBFCM software is preferably installed on the SUN DGA 2500 emissions tester, but also runs on a PC provided by the customer. The expandable SUN DGA 2500 diagnostic system is based on a powerful HP computer with Windows and is equipped with a WiFi laser printer, 27 inch HD flat screen, wireless data transmission for the DSS2 diesel measuring probe, ROTI-II OBD module for OBD emissions test, oil temperature and speed recording during the tailpipe test as well as ROTI interface for speed recording via battery plus/minus.
TEXAcurrently offers the OBD diagnostic devices Navigator Nano S and TXT Multihub as well as the tachometer RC3, which can also be used in scan tool mode. Connected to the EOBD socket, RC3 can read the parameters defined by this standard according to new emission control procedures. The software required for OBFCM reading is called OBFCM-Austria and only works in conjunction with the EOBD-AT software, which is already on the market, for error reading in emissions testing. If the customer already has the Texa EOBD-AT software with interface RC3, Navigator Nano S or Navigator TXT, the OBFCM-Austria software – P14553 is sufficient.
