Updated EU regulations should bring more safety on the roads, less air pollution and digital vehicle documents.
Inspections for electric vehicles
To improve road safety and air quality in the EU, the Commission is proposing a major overhaul of EU rules on road safety and vehicle registration. The new regulations will reflect the growing presence of electric vehicles and adapt to new technologies. They will introduce increased inspections, including regular technical inspections for electric vehicles and advanced driver assistance systems, annual inspections for older cars and vans, and advanced emissions testing methods to detect high-emitting vehicles to reduce particulate matter pollution. In addition, the Commission proposes to introduce digital vehicle registration and periodic inspection certificates, simplify cross-border data exchange and protect citizens from fraudulent activities such as odometer manipulation. In addition, regular technical inspections will be facilitated for people temporarily staying in another EU country.
Revision of the guidelines
To this end, the Commission proposes to revise three directives: on periodic technical inspection (PTI) of vehicles, vehicle registration documents and roadside inspection (RSI) of commercial vehicles. The key elements of the proposed measures:
- Anpassung der Prüfung an neue Fahrzeuge: Regelmäßige technische Inspektionen für Elektrofahrzeuge und neue Tests für elektronische Sicherheitssysteme, einschließlich der Prüfung der Softwareintegrität sicherheits- und emissionsrelevanter Systeme.
- Neue Emissionsprüfungen: Erkennung hochemittierender Fahrzeuge, einschließlich manipulierter Fahrzeuge mit fortschrittlichen Methoden für ultrafeine Partikel und NOx.
- Betrugsbekämpfung: Erfassung von Kilometerständen in nationalen Datenbanken für den grenzüberschreitenden Austausch von Kilometerständen.
- Jährliche Kontrollen für über zehn Jahre alte Pkw und Transporter.
- Digitalisierung: Ausstellung elektronischer Fahrzeugzulassungs- und Prüfbescheinigungen und Austausch von Daten über eine gemeinsame Plattform zur Vereinfachung der Verwaltungsverfahren.
- Gewährleistung der grenzüberschreitenden Anerkennung regelmäßiger technischer Inspektionen von Kraftfahrzeugen, die in einem anderen Mitgliedstaat für einen Zeitraum von sechs Monaten durchgeführt werden.
- Verbesserte Daten-Governance: Straffung des Zugangs zu technischen Fahrzeugdaten für Prüfstellen.
The next steps
The proposals will be examined by the European Parliament and the Council under the ordinary legislative procedure. Thomas Marichhofer, LIM Styria and Head of the Technology Competence Center: "We expected this initiative and are well prepared. Some proposed measures should be assessed positively, some should be questioned critically. Quality assurance must have top priority in order to be prepared against any suggestions from other countries that repair companies are not allowed to make a fuss. An OBD check is planned for many new test systems, manufacturer information and OBD will be available free of charge. Digitalization of the report is also planned. For us, it begins now the detailed analysis of all proposed changes with the aim of securing or expanding our proven system.”
