OBFCM: No rule without exception

Since May 20th, the EBV has been transmitting OBFCM data to the ZBD in real operation. Initial experience has shown that there are also vehicles in classes N1 and M1 with a first registration date from January 1st, 2021 that do NOT have to submit consumption data.

Seit dem 20. Mai übermittelt die EBV im Echtbetrieb OBFCM Daten an die ZBD. Erste Erfahrungen haben gezeigt, dass es auch Fahrzeuge der Klassen N1 und M1 mit Erstzulassungsdatum ab 1.1.2021 gibt, die KEINE Verbrauchsdaten übermitteln müssen.

OBFCM: No rule without exception

The mentioned exceptions to the current OBFCM regulation often lead to confusion in workshops and give reason to take a closer look at the details of Decree 2023-0.215.358 of the BMK of April 4, 2023:

Vehicle categories M1 (passenger cars) and N1 (vehicles for the transport of goods with a permissible total mass of not more than 3,500 kg) with first registration date from January 1, 2021, which

  • mit OBFCM ausgerüstet sind
  • der Emmissionsnorm Euro 6d-ISC-FCM entsprechen
  • im Feld V9 der Zulassungsbescheinigung neben der Bezeichnung Euro 6 oder Euro 6d und der Nummer eines EU Rechtsakts eines der Zeichen „AP“, „AQ“ oder „AR“ aufweisen.

A look into the future and into Regulation (EU) 2023/443 shows that the new emission standards “Euro 6e”, “Euro 6e-bis” and “Euro 6e-bisFCM” and with the symbols “EA”, “EB” and “EC” with type approvals from September 1st, 2023 will also be affected.

If a §57a report is created for a vehicle in class M1 or N1 with an initial registration date from January 1st, 2021 and it is shown in the EBV as NOT subject to OBFCM, you can check in the registration certificate to be on the safe side whether the emission standards listed above are valid for the vehicle to be tested. Look out for the abbreviations “AP”, “AQ” or “AR”. If the vehicle does not meet these criteria, no consumption data needs to be transferred and a report can still be printed out. Further information on the topic can be found at  www.obfcm.at and in the digital defect catalog of the Federal Association of Vehicle Technology.
