Fair billing at charging stations

With the new regulation of the Federal Office for Metrology and Surveying on 'Calibration regulations for electrical tariff devices for measuring electrical energy in charging devices for electric vehicles', which has been in force since June 1, 2023, the legislature has now created a legal situation under which conditions billing based on kWh can be made at Austrian charging stations. “The new regulation is a significant step towards transparent and fair pricing for everyone,” says Andreas Reinhardt, Chairman of the Federal Association for Electric Mobility Austria (BEÖ). However, it is regrettable that the regulation does not specify a practical solution for the existing charging infrastructure. It is now up to companies to find ways to meet consumers' wishes for billing based on kWh.

There are around 20,000 public charging options in Austria - 9,000 of them in the BEÖ roaming network, the largest charging network with 100 percent green electricity. Due to the current legal situation, the majority of charging station operators rely on billing based on time. The new regulation also stipulates that from January 1, 2026, only charging tariff devices that meet the requirements of this regulation will be recalibrated or recalibrated. The BEÖ represents eleven energy companies in Austria in the field of electromobility: Energie AG Oberösterreich Vertriebs GmbH, BE Solution GmbH (Burgenland Energie), Energie Graz GmbH & Co KG, Energie Steiermarkkunden GmbH, EVN Energieservices GmbH., Innsbrucker Kommunalbetriebe AG (IKB), KELAG-Kärntner Electricity Corporation, LINZ AG, Salzburg AG, illwerke vkw AG (vkw), Wien Energie GmbH.
