New rules for the §57a review
After a voting process that lasted six months, the 10th amendment to the Testing and Assessment Body Ordinance was announced in Federal Law Gazette II No. 258/2022 on June 30th of this year. “As a representative of the Federal Guild, I am pleased that many of our suggestions for clarification have found their way into this amendment,” says Federal Guild Master Roman Keglovits-Ackerer, commenting on the announcement and thanking the responsible Federal Ministry and its partners for the support and cooperation.
The different dates at which the regulation comes into force should now be taken into account, as some preparations for the IT infrastructure still need to be completed by then. Below is the current timeline:
- Jene Änderungen, die primär die Überprüfung von digitalen Kontrollgeräten gemäß der Verordnung (EU) Nr. 165/2014 (Smart Tacho) behandeln, sind mit Ablauf des Tages der Kundmachung dieser Verordnung in Kraft getreten.
- Mit 1. Jänner 2023 wird der Kostenersatz für die Plakette von 1,90 Euro auf 2,30 Euro angehoben.
- Ab 2. Februar 2023 werden die zentrale Begutachtungsplakettendatenbank sowie die unterschiedlichen Begutachtungsprogramme das künftig zentral bei der ZBD erstellte Gutachten mit einem QR-Code versehen können, der für die Dauer der Gültigkeit des Gutachtens kostenfrei zu einem Link auf die digitale Version des Gutachtens verweist.
- Ebenso mit 2.Februar 2023 treten alle Änderungen der Anlage 6 – also Änderungen und Ergänzungen bei den Prüfpositionen – in Kraft. Dies gilt insbesondere für die neue Prüfposition 7.25 – eCall. Diese Funktion muss seit März 2018 in alle neu typisierten Fahrzeuge eingebaut werden.
“We will use the time until it comes into force to set up the review processes with our partners from the §57a expert conference,” said Roman Keglovits-Ackerer, and continued: “As a federal guild, we will of course incorporate the changes into our catalog of defects with our partners or formulate corresponding comments.” In order to avoid confusion in the testing centers, these changes are always published in the Federal Guild's catalog of defects at the time they come into force. The Federal Guild Master emphasizes: “That is exactly the reason why we put our catalog of defects on a digital basis - so we can always comply with the current technical and legal status.”
