Because it would be high time to design automotive taxes in such a way that it is not the ownership of a vehicle that is taxed, but rather the use of a vehicle. The motto is 'If you drive more, you emit more CO2and should therefore pay more' would be contemporary and would correspond to the greening approach. Instead, there is even more complexity in the tax systems and on top of that a hefty tax increase – again – for drivers.”

"The NoVA formula was not - as announced - adjusted to be revenue-neutral. After we have checked the applicability of the results of the tax reform with our members, we can agree with the ÖAMTC's statements that the additional NoVA revenue for the state will be around 150 million euros in the future if purchasing behavior remains unchanged and the market remains the same. The NoVA will increase by an average of 20 percent, which corresponds to an increase of 300 euros per car," said Kerle. These are average calculations; for some cars the NoVA will also be cheaper than before.

"In countless conversations and using enormous amounts of data, we have clearly demonstrated to the Ministry of Finance that consumption values ​​- on paper - will increase by at least 25 percent as a result of the new WLTP measurement method. Unfortunately, this fact was not even remotely sufficiently taken into account in the new NoVA formula. This is like a tax increase for the broad masses. This is surprising in that it does not correspond to what this federal government originally started with, namely that there will be no tax increases," said Kerle, surprised.

Motor-related insurance tax is also increasing

The current tax reform has also made the engine-related insurance tax more complex, as it now includes the CO factor in addition to the engine performance2taken into account. "Greening the tax system is fundamentally sensible and should be advocated. However, it should be revenue-neutral and reduce bureaucracy instead of creating it - but now the opposite is the case," says Kerle and continues: "As a result of the changes from the tax reform, the motor-related insurance tax increases by an average of 10 percent and is now up to four times higher than in Germany."
