ÖAMTC and ARBÖ demonstrated to Infrastructure Minister Norbert Hofer and numerous journalists that exhaust gas measurement at the tailpipe has virtually no meaning compared to testing via an OBD connector.

Discussion about tailpipe measurement

ÖAMTC technician Andrej Prosenc provided evidence during exhaust gas measurement on a diesel vehicle. Conclusion: When measuring the tailpipe, the pointer of the measuring device remained at zero, while the values read out via the OBD connector at least indicated malfunctions in the exhaust aftertreatment system. “The tailpipe measurement, as currently used in the §57a inspection, only roughly measures the fine dust emissions in diesel vehicles,” says ÖAMTC director Oliver Schmerold.

Onboard diagnostics (OBD) for vehicles with particle filters (emission classes Euro 4, 5 and 6), on the other hand, are much more meaningful.  However, pollutant emissions relevant to air quality - in particular nitrogen oxide values (NOx) - cannot technically be determined using one or the other measurement method. This is currently only possible with complex tests on roller dynamometers that cost several thousand euros and are carried out on a random basis at the Vienna University of Technology.

In any case, the draft amendment to the Testing and Assessment Center Ordinance already provides for the diagnosis of the exhaust system using OBD instead of exhaust gas measurement using a probe. “If manipulation is suspected – for example increased soot deposits in the exhaust – the inspectors can also carry out the tailpipe measurement at any time,” explains Federal Minister Norbert Hofer, who relies on the experience of the experts in the testing centers on this point.
